Yabanc\u0131 kavram\u0131 ya da yeni yabanc\u0131 kavram\u0131 burada var olan g\u00f6\u00e7menleri kapsayan bir tan\u0131m olamaz. Yabanc\u0131 kavram\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde burada varolan ulusal devlet yap\u0131lar\u0131n\u0131n olu\u015fturduklar\u0131 ve \u00e7e\u015fitli insanlar\u0131 yabanc\u0131 olarak \u00fcretmeye, tan\u0131mlamaya y\u00f6nelik hukuksal yap\u0131lar\u0131n sonucudur. Yani yabanc\u0131 kavram\u0131 devlet eliyle kurumsalla\u015ft\u0131r\u0131lan bir kavramd\u0131r. \u0130nsanlar d\u00fcnyada do\u011fu\u015flar\u0131yla birlikte yabanc\u0131 de\u011fildirler. D\u00fcnya ulusal devlet s\u0131n\u0131rlar\u0131na b\u00f6l\u00fcnd\u00fc\u011f\u00fc par\u00e7aland\u0131\u011f\u0131 i\u00e7in yabanc\u0131d\u0131rlar. Bu durumun a\u015f\u0131lmas\u0131 gerekiyor. Bu da ulusal devletlerin toplumsal bile\u015fimleri kar\u015f\u0131s\u0131nda farkl\u0131 bir politika izlemeleriyle alakal\u0131 bir sorudur.<\/div>\n<div><b>2- \u015eu an \u00e7evremizde olan \u00f6zellikle ikinci ku\u015fa\u011f\u0131n, burada do\u011fan ve ya\u015fayan \u00e7ocuklar\u0131n\u0131 yapt\u0131\u011f\u0131n\u0131z bu tan\u0131m\u0131n i\u00e7erisinde nereye koyars\u0131n\u0131z ?<\/b><\/div>\n<div><strong>G\u00c7- <\/strong>\u0130kinci ku\u015fak ve burada do\u011fan k\u00f6keninde g\u00f6\u00e7\u00fcn etkileri olan yabanc\u0131 olarak adland\u0131rabilirmiyiz ya da adland\u0131r\u0131labilir mi ? Hay\u0131r onlar\u0131 yabanc\u0131 olarak adland\u0131rmak m\u00fcmk\u00fcn de\u011fildir. \u00c7\u00fcnk\u00fc onlar\u0131 yabanc\u0131 konumuna getiren b\u00fcy\u00fck \u00f6l\u00e7\u00fcde i\u00e7inde bulundu\u011fumuz ulusal devletlerin yasalar\u0131d\u0131r, yabanc\u0131lar politikas\u0131d\u0131r. Bu \u00e7er\u00e7evede olu\u015fturulmu\u015f ve olu\u015fturulan kurum ve kurulu\u015flar bunlar \u00f6ncelikle onlar\u0131 yabanc\u0131 olarak tan\u0131mlamaktad\u0131rlar. B\u00f6yle bir yabanc\u0131lar politikas\u0131yla ulusal devletler giderek kendileri yabanc\u0131 olmaya ba\u015flam\u0131\u015flard\u0131r. kendileri yabanc\u0131 olmaya ba\u015flam\u0131\u015flard\u0131r. Yani insanlar\u0131n, ya\u015fayan \u00e7ocuklar\u0131n toplumlar\u0131n bile\u015fiminin yabanc\u0131s\u0131 haline gelmeye ba\u015flam\u0131\u015flard\u0131r. Dolay\u0131s\u0131yla i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z s\u00fcre\u00e7te var olan ulusal devletler b\u00fcy\u00fck g\u00f6\u00e7men kitleleriyle kendi aralar\u0131nda toplumsal bile\u015fim a\u00e7\u0131s\u0131ndan, k\u00fclt\u00fcrel kimlik a\u00e7\u0131s\u0131ndan nas\u0131l bir ili\u015fki kurma sorusuyla kar\u015f\u0131 kar\u015f\u0131ya gelmi\u015flerdir ve buna y\u00f6nelikte kimi politika ve k\u00fclt\u00fcrel ulusal a\u00e7\u0131l\u0131mlar g\u00fcndeme getirmektedirler. \u00d6rne\u011fin toplumsal uyum kavram\u0131 artik Almanya a\u00e7\u0131s\u0131ndan ya\u015famsal \u00f6neme sahip kavram olarak sunulmaktad\u0131r. Asl\u0131nda bu \u015fu ana kadarki Almanya`n\u0131n yabanc\u0131lar politikas\u0131n\u0131n yanl\u0131\u015fl\u0131\u011f\u0131n\u0131n kabulunu g\u00f6steren bir geli\u015fmedir. Almanya`ya \u00f6rne\u011fin bakt\u0131\u011f\u0131m\u0131zda \u015f\u00f6yle bir olguyla kar\u015f\u0131 kar\u015f\u0131yay\u0131z. Almanya`n\u0131n en \u00f6nemli alt\u0131 b\u00fcy\u00fck \u015fehrinde 6 ya\u015f\u0131n alt\u0131nda \u015fu anda var olan \u00e7ocuklardan % 60 a yak\u0131n b\u00f6l\u00fcm\u00fc ge\u00e7mi\u015finde b\u00fcy\u00fck \u00f6l\u00e7\u00fcde g\u00f6\u00e7 tecr\u00fcbesi olan \u00e7ocuklard\u0131r. B\u00f6yle bir toplumun art\u0131k genel olarak bu insanlara y\u00f6nelik yabanc\u0131 kavram\u0131yla yakla\u015fmas\u0131 devlet taraf\u0131ndan bile kald\u0131r\u0131lamayacak kadar yanl\u0131\u015f bir politikad\u0131r. Bu nedenle bu soruya a\u00e7\u0131k\u00e7a yan\u0131t verebilirizki s\u00f6z konusu olan insanlar yabanc\u0131 de\u011fil bu toplumun yerlileridir. Yabanc\u0131 olan onlar\u0131 belli bir homojen ulusal kimlik \u00e7er\u00e7evesinde yabanc\u0131 olarak tan\u0131mlamakt\u0131r. B\u00f6yle bir yakla\u015f\u0131m onlar\u0131 yabanc\u0131 hale getirmektedir.<\/div>\n<div><b>3- G\u00fcn\u00fcm\u00fczde i\u00e7inde yasad\u0131\u011f\u0131m\u0131z sistemin politikalar\u0131na ve uygulamalar\u0131na kar\u015f\u0131 muhalefetin uluslararas\u0131 bir g\u00f6r\u00fcn\u00fcm kazand\u0131\u011f\u0131 g\u00f6zlemlenmektedir. Bu durumu g\u00f6z \u00f6n\u00fcne al\u0131rsak sizce g\u00f6\u00e7menlerin \u00f6z \u00f6rg\u00fctlerini savunmak bir \u00e7eli\u015fki midir?<\/b><\/div>\n<div><strong>G\u00c7-<\/strong> Bu soruya k\u0131saca yan\u0131t vermek gerekirse i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z toplumsal s\u00fcrecin ve onun toplumsal bile\u015fenlerinin kendisi bir \u00e7eli\u015fkiler yuma\u011f\u0131ndan ibarettir. Yani i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z toplum tek bir k\u00fclt\u00fcre, tek bir m\u00fccadeleye, tek bir hedefe, tek bir demokratik i\u015fleyi\u015fe sahip bir toplum de\u011fildir. Bu toplumun i\u00e7erisinde farkl\u0131 katmanlar oldu\u011fu gibi, farkl\u0131 k\u00fclt\u00fcrel kimliklerde s\u00f6zkonusudur. Bu b\u00f6yle devam etti\u011fi s\u00fcrece i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z genel toplumsal sorunlardan kaynaklanan m\u00fccadeleler uluslararas\u0131 bir boyuta sahip olmalar\u0131na ra\u011fmen kendilerini lokal d\u00fczeyde kendi kimlikleri d\u00fczeyinde de ve benzeri de ifade etme haklar\u0131na sahiptirler. Dolay\u0131s\u0131yla bu m\u00fccadelenin uluslararas\u0131 olup olmamas\u0131 onun hangi dille ger\u00e7ekle\u015ftirildi\u011fiyle \u00f6l\u00e7\u00fclmez, hedefleriyle \u00f6l\u00e7\u00fcl\u00fcr. Bu nedenle bu soruda g\u00fcndeme gelen ve kendisi \u00e7eli\u015fki gibi g\u00f6r\u00fcnen olay b\u00fcy\u00fck \u00f6l\u00e7\u00fcde asl\u0131nda insanl\u0131\u011f\u0131n ezilen kesimlerinin uzun bir m\u00fccadele sonunda m\u00fccadele t\u00fcrlerini ortakla\u015ft\u0131racaklar\u0131 g\u00fcne kadar \u00f6z \u00f6rg\u00fctlenmelere de sahip olacaklar\u0131 bir tarz ta\u015f\u0131yacaklard\u0131r.<\/div>\n<div><b>4- Sizinde bildi\u011finiz gibi \u00e7a\u011f\u0131m\u0131z ileti\u015fim \u00e7a\u011f\u0131, bu medya \u00e7a\u011f\u0131nda internetin \u00f6z \u00f6rg\u00fctlenme ya da g\u00f6\u00e7men m\u00fccadelesi i\u00e7erisindeki yeri nedir ?<\/b><\/div>\n<div><strong>G\u00c7-<\/strong> \u015eimdi internet olgusu ortaya \u00e7\u0131kt\u0131\u011f\u0131 s\u0131ralarda insanl\u0131\u011fa ileti\u015fim alan\u0131ndaki t\u00fcm engellerin ortadan kald\u0131r\u0131laca\u011f\u0131 ileti\u015fimin demokratikle\u015ftirilece\u011fi, bilginin demokratikle\u015ftirelece\u011fi yani ula\u015fmak isteyen herkese internet arac\u0131l\u0131\u011f\u0131yla demokratik bir platformda ula\u015ft\u0131r\u0131labilece\u011fi s\u00f6zleriyle g\u00fcndeme gelmi\u015fti. Ancak internet olgusunun vermi\u015f oldu\u011fu bu s\u00f6z bug\u00fcn i\u00e7erisinde bulunmu\u015f oldu\u011fumuz ileti\u015fim yap\u0131lanmas\u0131yla denk d\u00fc\u015fmemektedir. \u0130nternette var olan toplumsal s\u00fcre\u00e7 i\u00e7erisindeki \u00e7e\u015fitli hiyerar\u015fik yap\u0131lanmalar\u0131n varolan toplumsal yap\u0131 i\u00e7erisindeki \u00e7e\u015fitli engellerin bire bir yans\u0131d\u0131\u011f\u0131 bir aland\u0131r. Yani internetin kendisi demokratik bir platform olmaktan \u00f6te hem egemen ili\u015fkilerin oran\u0131n\u0131n yeniden d\u00fczeltildi\u011fi, hem de egemen ili\u015fkilere kar\u015f\u0131 \u00e7e\u015fitli m\u00fccadelelerin kendilerini tan\u0131mlad\u0131klar\u0131 bir aland\u0131r. G\u00f6\u00e7men \u00f6rg\u00fctlenmeleri a\u00e7\u0131s\u0131ndan internetin \u00f6nemine gelince internet ancak ger\u00e7ek toplumsal hayatta varolan o alana yans\u0131mas\u0131yla beslenebilecek ve bir anlam kazanacak bir aland\u0131r. Bug\u00fcn i\u00e7inde bulundu\u011fumuz durumda oldu\u011fu gibi ger\u00e7ek m\u00fccadelenin yerine konmamal\u0131d\u0131r.<\/div>\n<div><b>5- Size g\u00f6re g\u00f6\u00e7men m\u00fccadelesinin i\u00e7erisinde bireyin rol\u00fc nedir ?<\/b><\/div>\n<div><strong>GC-<\/strong> Bu soru tabii ki \u00f6rg\u00fctlenme olgusuyla birlikte d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fc zaman anlaml\u0131 bir sorudur. Yani bireyin m\u00fccadelelerdeki rol\u00fc o m\u00fccadelenin kollektif yap\u0131lanmalar\u0131yla ilgili bir sorudur. \u015eu ana kadar g\u00f6\u00e7menler ne yazik ki \u00f6zg\u00fcr bireylerin, \u00f6zg\u00fcr \u00f6rg\u00fctlenmelerini ve kollektifliklerini yaratmaktan uzak kald\u0131lar. Bunun mutlaka a\u015f\u0131lmas\u0131 gerekiyor. \u00d6zg\u00fcr birey yeti\u015ftirmeyen m\u00fccadeleler sonu\u00e7ta i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z toplumsal ili\u015fkilerin hiyerar\u015fik yap\u0131lanmalar\u0131n, \u00fcretilmesinden ba\u015fka bir fonksiyon g\u00f6rmediler. Bu nedenle de bireyler ve onlar aras\u0131nda giderek bir yabanc\u0131la\u015fma ortaya \u00e7\u0131km\u0131\u015ft\u0131r.
